A straitjacket catsuit is, as its name suggests, a combination of a straitjacket and a catsuit.
In other words, it is a catsuit which, like a straitjacket, has sleeves with closed ends to imprison the wearer's hands, and straps at the end of the sleeves and elsewhere on the garment to enable the wearer's arms to be immobilised.
