I'm not sure why this discussion is on this topic :) but people around the world adapt and play as they can with the facilities they have available. Sure, 'dungeon' to me implies underground but I've heard of blocks of flats in Hong Kong with a public room on the top floor which they call a dungeon and acts as such. Like many words in BDSM, 'dungeon' has come to mean something different from what it means in ordinary use.
torture chamber ≠ basement; dungeon ≠ torture chamber; neither are limited to America.
