A hogstrap is a hogtie where straps or medical restraints are used rather than rope or handcuffs. The advantage is that straps and especially medical restraints will dig in less than rope does, hence will not leave such bad marks. They may also be easier and quicker to apply than ropes. The disadvantage is that they may be less secure and easier to escape from.
Special straps that can be fastened with padlocks are more secure than ordinary straps, but are quite expensive.
